The U.S. military said Monday it is ready to remove 1 million gallons (3.79 million liters) of oil from three pipelines as the first step toward closing a World War II-era oil storage facility. Last year there was a petroleum spill in Pearl Harbor tap water.

The pipelines run about 3 miles (4.83 km) from the Red Hill bulk oil storage facility in the mountains above Pearl Harbor to a military base.

The army will remove the pipelines for six days on Tuesday. Oil is expected to move through the pipelines for 12 hours over six days.
The oil has been sitting on the pipes since the military suspended use of the Red Hill facility last year after a petroleum spill in a drinking well that serves 93,000 people in and around Pearl Harbor-Hickam Joint Base.
About 6,000 people, mostly military personnel and their family members, sought medical attention for coughs, sores, inflammation and other ailments after drinking and bathing in the contaminated water.

Soon after, the Department of Health ordered the military to drain the oil from Red Hill and shut down the facility. The military says there are 104 million gallons left in the tanks. The oil is planned to be removed by July 2024 after repairs are made to safely drain the tanks.
Navy Rear Adm. John Wade, commander of Joint Task Force Red Hill, said the Army's plan to evacuate the pipelines was reviewed and approved by the Department of Health and the U.S. Environmental Protection Agency. A third-party contractor also reviewed the plans, he said.
Wade told reporters at a news conference that the most dangerous aspect of pulling the pipeline is the potential for oil spills and water.

"So everything we've done, every effort in planning and training is focused on reducing the risk of contagion," he said.

How Red Hill Shutdown Makes Refueling More Complicated The Pentagon announced the shutdown of a major facility at Pearl Harbor after an oil spill into tap water affected thousands of military families and disrupted civilian water supplies.
The Red Hill facility is only 100 feet (30 meters) from one of Honolulu's most important drinking water sources.
Hawaii officials are concerned that last year's heat has contaminated the water, and worry that future runoff could also contaminate the aquifer, which normally provides more than 20% of the water used in Honolulu.
Wade said representatives from the Department of Health and the EPA will be on hand when the military crosses the pipelines.

Task force members are trained individually and as a group on how to respond to an oil spill during pipeline extraction, he said.
A Navy investigation led to last year's outbreak led to mistakes made over the past six months.
On May 6, 2021, while transferring oil between tanks, the operator discovered that the error pipe had broken. This resulted in an oil spill of 21,000 gallons (80,000 liters). Much of this flowed into the fire line and sat there for six months, causing the line to collapse.

On November 20, a vehicle hits a seepage line, releasing 20,000 gallons (75,700 L) of oil. One team thought they had recovered all the oil, but they lost about 5,000 gallons (19,000 liters). The oil they lost flowed into the French drain and from there into the drinking well.

Three pipelines will carry the oil to above-ground storage tanks and fuel barges, where it will be delivered to Air Force jets and Navy ships, officials said.
